Explosion in Santa Cruz

This could be unrelated to the political news, of course, but ERBOL (and other sources) report a bomb explosion just past noon in Santa Cruz. The explosion (reportly large enough to destroy a car) went off in the 6th floor of the Palacio de Justicia. No injuries are reported.

Does this courthouse represent the central government or the departmental government? I don't know enough to guess at whom this attack might be aimed.

    Keep in mind that legally there is no "departmental" government. Departments are merely administrative divisions of the central government (like in France). That said, the building has been a symbol in Santa Cruz since it was built a decade ago. Also, some reports suggest that the target was some specific proceedings involving police officers. So it could've been a particular gripe, not part of a broader political issue.

      It's one of the tallest buildings in Santa Cruz and easily rises above all other buildings in the northern half of the city. Architecturally, it's a pleasant-looking tower contrasting favorably with the surrounding area. It is sarcastically referred to as the Palacio de Injusticia and represents the national government. I'm at a loss as to who would target it though.
